基于DEA-Malmquist方法我国海洋陆源污染治理效率评价

The evaluation of efficiency of land-based pollution government based on DEA-Malmquist index

  • 摘要: 运用DEA-Malmquist指数对我国沿海地区2003-2012年陆源污染治理效率进行测算,并分析治理效率的动态变化、空间差异及影响因素。研究结果表明:(1)2003~2012年我国海洋陆源污染治理全要素生产率呈下降趋势,其主要原因是企业技术进步率相对下降;(2)沿海各省市陆源污染治理全要素生产率变化存在较大差异,技术进步差异是引起地区变化差异的主要原因;(3)环渤海经济区陆源污染治理效率较低,其全要素生产率2008年以后下降明显;(4)研发经费及环保投入都会促进陆源排污显著减少,工业企业规模对陆源入海污染物有显著正效应。

     

    Abstract: This paper calculates the efficiency of land-based pollution governmentin coastal areas and analyzes the differences of time and space.It uses Data Envelopment Analysis and Malmquist index and it is based on the panel data of coastal provinces between 2003 and 2012.Besides, it investigates the factors that affect efficiency.Through the paper we can get several conclusions:firstly, the Total Factor Productivity of land-based pollution government between 2003 and 2012 is going down slightly mainly because of the drop of techch; secondly, the values of tfpch between different provinces are different as a result of different techch; thirdly, the efficiency of land-based pollution government in Circum-Bohai Sea Economic Zone is low and decreases significantly after 2008; fourthly, R &D investment and environmental protection investment will promote the reduction of land-based pollution.Besides, the scale of industry has significant positive effect on land-based pollution.
