资源环境视角下的海岛发展潜力评价——以七个海岛县(区)为例

Evaluate the development potential of islands from the perspective of resources and natural environment——Using seven island counties (districts) as examples

  • 摘要: 在海洋强国战略下,海岛地区作为海洋开发的前沿阵地,其发展潜力与资源、环境的关系受到越来越多的关注。同时,准确评价海岛发展潜力有助于推动海岛深度发展。因此,本文建立海岛发展潜力评价指标体系,构建障碍因子计算与识别方法,以此识别阻碍海岛发展潜力提升的主要因素。本研究选取七个海岛为例,计算2010年至2017年的发展潜力以及各子系统的合计障碍度,识别主要障碍因子,并深入分析其障碍度变化趋势。结果显示:发展潜力出现下降的长岛、岱山和嵊泗需要特别注意海域水质达标率、新能源应用前景和海岛居民财产易损性这三个方面,需要着力改善海岛自然环境条件,制定有效政策措施,以期提升其发展潜力。

     

    Abstract: Under the China's maritime power strategy,the island area is the frontier of marine development,and the relationship between its development potential and the change of the natural environment has attracted more and more attention. Meanwhile,an accurate assessment of the development potential of islands will help promote the deep development of islands. Therefore, this paper establishes an evaluation index system for the development potential of islands. The paper constructs obstacle factor calculation and identification methods to determine the main factors hindering the improvement of the development potential of islands. This research selects seven examples to calculate the development potential and the total obstacle degree of each subsystem from 2010 to 2017. Identify the main obstacle factors and analyze the trend of the obstacle degree. The results show that Changdao, Daishan and Shengsi,which have declining development potential need to pay attention to improving the natural environmental conditions of the islands from three aspects. Such as improving the water quality compliance rate of the sea, improving the application prospects of new energy and reducing the vulnerability of island residents’ property. Efforts will be made to improve the natural environmental conditions of the islands and formulate effective policies and measures to enhance their development potential.
