Reach on the technique method and demonstration of marine economic planning evaluation

With the importance of the evaluation of marine economic planning becomes more and more prominent, the evaluation of marine economic planning plays an important role in ensuring the orderly development of marine development activities and marine economic planning, and it also plays an important role in promoting the sustained and healthy development of marine economy.In this paper, on the basis of summarizing the content of evaluation of marine economic planning, we research the evaluation method of marine economic planning and discuss the evaluation of marine economic planning from three aspects:planning implementation results, effect and efficiency.An indicator system of marine economic planning evaluation which we have designed is applied to the post-evaluation of "12th Five-Year Plan for Development of Marine Economy and Marine Industry in Tianjin". Finally, according to the evaluation result, the method of marine economic planning evaluation shows the effectiveness and practicability of the method.
